What are the requirements for traveling to the Archipelago of San Andres, Providencia, and Santa Catalina, in Colombia?

It is obligatory for all nonresident passengers visiting the Archipelago of San Andres, Providencia, and Santa Catalina to have a Tourist Card and a return ticket to travel to this destination, according to article 15 of decree n. 2762/1991.
